In particular, he helped his boss gain control of Severstal, buying up shares of the Cherepovets plant through Severstal-Invest. In the summer of the year, Severstal became the largest shareholder of UAZ. Shvetsov headed the board of directors of the company, and they decided not to touch old management yet. However, it was impossible to manage the plant from Moscow, and several immigrants from the consulting company McKinsey were sent to Ulyanovsk, including the new general director of UAZ Eduard Shpakovsky and the development director of Vitaly Nesis [Rupres: the younger brother of Alexander Nesis].
They began the implementation of Plan A, which provided for the guidance of elementary order and the further development of UAZ: they refused to sell cars in Barter, took control, and began to reduce costs. Alas, this simple strategy did not bring big results. The bet on import substitution was a bit. What to do? McKinsey was instructed to develop a new strategy. Consultants invited Shvetsov to rely on international alliances.
It is easy to say - to establish contact with foreign manufacturers. Therefore, the implementation of “Plan A” continued on UAZ, part of which was the creation of a fundamentally new car. UAZ Patriot has become a hybrid of old domestic developments and foreign technologies. UAZ Patriot was supposed to change the idea of UAZ as a car incompatible with comfort, and fit into the representation of Russians about how the jeep should look.
But even in the best pre -crisis years, the company managed to sell no more than 12 “patriots”. Nesis convinced Shvetsov not to get involved in the Patriot project: it is impossible to make a high -quality car on old capacities, moreover, it is doubtful that there will be good demand for a new car. Instead of spending orders of rubles on the Luxe version of the UAZ, the consumer will rather buy a used foreign car.

At first, Italians imposed Shvetsov assembly of cars Albea, although Shvetsov himself dreamed of selling Ducato vans. In the end, he achieved his. This year, Fiat Ducato became the most popular product of all foreign cars produced by Sollers: if the van was sold in a year, then for the first half of this, it became more and more difficult to compete with international concerns in the Russian market.
So “Plan C” matured - working with the state on changing the rules of the game to “align” the conditions of competition. Antimonopolists agreed with the arguments of the gas that the competitive documentation corresponds only to the products of the Elabuga and Ulyanovsk plants of the Sollers holding. But the money was already spent, and the Ministry of Health and its agency became the owners of Fiat Ducato. This is two months of the uninterrupted operation of the plant in Elabuga.
