Moscow Colonel of Police Alexander Trudov was appointed to the post in March of this year. Today he will tell the readers of our newspaper about what kind of leadership he adheres to, what managerial decisions he had already adopted and what to wait for the metropolitan police from the reform of the Ministry of Internal Affairs. Our dossier: born on August 21 in Moscow. He entered the service of the internal affairs bodies in the year.
In the year he graduated from the Moscow Institute of Radio Engineering, Electronics and Automation, in the year - the first faculty of the Academy of Management of the Ministry of Internal Affairs of Russia. He has state and departmental awards, including the Order of Honor, the medal of the Order “For Merit to the Fatherland” of the 3rd degree, the badge “Member of the fighting”.
He was awarded with personalized weapons. But not on a five -point scale, but taking into account the assessment “satisfactory” or “unsatisfactory”. I was satisfied with the work that I managed to see in four months of stay as head of the department. In particular, I want to note the ability of the team to disclose serious crimes, make competent management decisions. I was also pleased with the fact that the management composition of the management interacts closely with the prefectures, and the district police department - with the administrations.
The second is the overcoming of the grinding process. It took time that I looked closely at the team and the personnel are used to my requirements. At the moment, these two problems have been resolved, and planned work is underway in the district. Some adjustments were made to the organization of the work of the patrol service, district police officers and inquiry units.
But there were no cardinal changes. Any decisions should be made gradually, stepped, to be accessible and adequate to the current situation in the unit. I am not a supporter of revolutionary measures. I believe that the leader is obliged to foresee how his orders will affect the further work of the team. We must work with the team that is.
Based on this, I tried to preserve the entire personnel potential of the district. I did not make serious personnel permutations at the level of the leading link, some adjustments were made in the district departments of the internal affairs and management units, but they are all under the work process. It seems to me that they will bring a fresh stream to law enforcement. Is there a difference in the vision of the situation on the "land" from the ministry?
Firstly, the vast majority of employees in them are immigrants from the territorial police units. Secondly, the main functions of units of the central apparatus of the Ministry of Internal Affairs-conducting inspection inspections, providing practical assistance to police officers in operational and service activities, preparing materials for writing regulatory legal acts or compiling educational and methodological manuals-all this is aimed at facilitating the service of internal affairs bodies and helping the units increase the indicators and reach the new level.
If this work does not take into account the real state of affairs on the "land", then it will not bring any positive effect. This trend is observed not only in our district, but throughout the country, and it is not accidental. Firstly, there were changes in the socio-economic sphere of the country: the crisis smoothly has come to naught, the material well-being of citizens has improved-this entailed a decrease in street crime.
Secondly, the State Program for the prevention of offenses, which was implemented at three levels: federal, city and local. Not only law enforcement officers took part in it, but also representatives of all branches of the executive branch. Joint efforts gave a positive result, influencing the operational situation throughout the country. In my opinion, when evaluating the activities of any unit, several factors must be taken into account.
To be guided by naked numbers is wrong. This is my principle. When I took the department, the inquiry service was put on special control. This means that their indicators did not meet the requirements. But to evaluate the work of any unit, there are certain criteria, which are how objective, so subjective. The work of the inquiry unit is evaluated by how many cases were sent to the court.
Over the four months of last year, the inquiry sent more criminal cases to the court, and for the same period of the current year, comparing these numbers a little more, we can conclude that the service worked poorly. But, given that the crime rate through the public security police line in some indicators has decreased four times! In addition, it is necessary to take into account the fact that the one who has gone to court may return to the investigation.
The inquiry officer saw the corpus delicti and considered that the suspect was proved, and the judge did not agree with his conclusions. No wonder they say that two lawyers have three opinions. The interrogator was not inactive, but the indicators are low. This is what naked numbers are hiding.It is necessary to evaluate the work of the system as a whole, to strive for citizens to be satisfied with the work of their police, and not to look for the perpetrators of low indicators.
And what kind of leadership do you adhere to? The head of any level should be responsible for his subordinates. But the society published in the press Vladimir Kolokoltsev was literally perceived. Personal liability is not the dismissal of the boss in the event of an offense of his subordinate. It’s just that the situation has developed in the capital that loud unpleasant stories with the participation of police officers demanded from the leadership of the headquarters of hard personnel decisions.
The chief is primarily a teacher, and he is obliged to conduct educational work with personnel daily, to exercise control over the team. Each employee must understand that his actions will not go unnoticed. And this is the main principle of managerial impact. How does it go in the North-Western District? I am of the opinion that the law enforcement system should be flexible and adapt to the processes taking place in the country and the world.
A whole list of problems that must be solved in the near future has accumulated. This is a definition of new criteria for evaluating the activities of internal affairs bodies, changing the personnel policy in the ministry, determining the specific functional duties of each service, resolving relations between the police and society. But the main goal of the reform, in my opinion, is a qualitatively new level of social security of police officers, which is now impermissible.
If there is the most socially unprotected unit in a law enforcement structure, then this is a police. Whatever happens in society today, the law enforcement officer is wrong. I will give an example. When I was just starting in the police, an employee could during the detention of a criminal without any serious consequences, guided by a specific situation, and take advantage of the service weapon.
Now the policeman will think carefully before pulling the pistol from the holster, even if the pursued attacker is armed. After all, taking advantage of when detaining the weapon, the employee will have to write an explanation and survive the check and a thorough analysis of all circumstances of the emergency. And it is not a fact that the use of a service weapon by a policeman is recognized as legitimate.
It is enough to look at the service of our colleagues from the United States. Behind the ocean, the policeman is a representative of the law, and he is always right. In the media there is an active propaganda of how a citizen must communicate with a police officer. He can use only three phrases “yes, sir”, “no, sir” and “sorry, sir”. For example, when a car stopped the police, the driver is obliged to put his hands on the steering wheel and hold them so while the law enforcement officer checks the documents.
Any careless movement will be considered as a threat to the life of a representative of the law. What is happening with us? Having stopped the offender and asking him to present the documents, the traffic police officer will listen to so many insults in his address, and the policeman has no right to answer with rudeness to such aggression. Do you feel the difference? This is regarding the relations of society to the police.
Another criterion for social insecurity of law enforcement officials is low wages. I don’t understand why an employee who exposes his own danger daily receives 15-20 thousand rubles. Yes, and police officers who retired are forced to continue to work, because those payments that are accrued for them are simply ridiculous. That is why we are forced to accept young people who do not always meet the basic requirements of professional fitness: good health, higher education, high level of intelligence.
Of course, very good personnel are preparing in our educational institutions, but earlier specialists from civilian universities came to the internal affairs bodies, but at present there is no such influx. The reform of the Ministry of Internal Affairs should solve the main problems, including by reducing state. I can’t probably say how this will generally affect the work of the structure.
But for operational and service activities, I think the changes will be useful. An uncomplex will leave, ballast positions that do not carry functional load will be reduced. I have already transferred my proposals for reorganization to the headquarters. The main police divisions-the criminal investigation, the patrol service-reform will affect a lesser extent. What problems did citizens deal with?
People make different statements. A lot complain about employees of small outlets, which sell alcohol from under the floor. Often, citizens complain about housing and communal services, construction organizations, such issues are not within the competence of law enforcement agencies, but even these complaints are not ignored. The information received is transmitted to structures whose duties include resolving such issues, and the result is monitored in the future.
I also had to perform on cable television, the main issue of the ether is the safety of apartment property in the summer. It is too early to talk about complete trust, and I do not like to idealize the situation. Criticism of the activities of law enforcement agencies cannot be eradicated, the main thing is that it is objective. Then the correct adjustments can be made to the process of work.
Also in the district, the Night City preventive measures are regularly held, in which employees of all public security and criminal police police services are involved.
