Gusev Morozko Biography

In the years, he managed to work as deputy minister of defense and make friends with the current head of the “servant of the people” by David Arahamia. During the parliamentary elections of the year, he entered the list of the “Servant of the People” under the mop, but changed his mind to run, and instead headed the Kherson regional state administration for a year and a half.

On the third of the year, Guseva was appointed director of Ukroboronprom, a strategic manufacturer of equipment and weapons in Ukraine.

In this position, Gusev has one main task - to finish the reform of the concern to the end. The correspondent Masha Zhadomovskaya and the photographer Alexander Kuzmin spent one day with Gusev, during which they sat at endless meetings, learned why for six months now the directors on innovations could not find how the concern plans to abandon paper documents.

And yet - what Gusev himself will do when the spoiler does not become the concern: to work where the president will send. The reform “Ukroboronprom”, the proposal of Vladimir Zelensky, the watch day and the mat as part of the defense ecosystem Monday, we call the photographer Alexander Kuzmin on the door of the apartment on the m. After a few seconds, Yuri Gusev opens. It has a light shirt, blue trousers and dark green socks.

Gusev with a gesture invites us to enter and goes into the kitchen, throwing: “There are slippers there, if necessary, but I usually walk in socks.” We go to a small studio room. Wall mural, near the wall is a refrigerator with magnets, a television in the center, a small coffee table and a sofa. On the shelves are numerous icons, on the wall of the photo Gusev and his wife Olga with the Ecumenical Patriarch Bartholomew.

The photo is signed by him personally. Gusev is a doctor of theological sciences, and a meeting with the Patriarch is very proud. I ask how Vera gets along with the need to lead the concern that sells weapons. Gusev is limited to a short explanation: "The war for its land is sacred." He puts coffee on a stove and talks about his apartment. He says that he bought it in the year, but he paid a loan only a month ago.

I am translating the topic of conversation, asking if Gusev always goes to work so early. Already on him is planned the first meeting in the concern building on Degtyarevskaya Street. I propose to start the day with why it was precisely he was appointed general director of the Ukroboronprom concern. After all, this is a strategic manufacturer of weapons and military equipment in Ukraine.

Before the war, he united enterprises. Now they remained in the territory controlled by Ukraine, and 21 on temporarily occupied territories, including in Crimea. In April of this year, 17 enterprises were transferred to the State Property Fund for privatization. In total, the enterprises have about 67 thousand employees. Gusev, although he worked as Deputy Minister of Defense of Ukraine, admits that he never intersected with the concern.

So why was he appointed? Gusev boasts that in the year and a half that he headed the Kherson Regional State Administration, President Vladimir Zelensky came to the region six times and was pleased with the indicators of the “large construction” and other projects. One November days, Zelensky called and invited to talk. I did not really want to go to Ukroboronprom, because ...

Well, this is a difficult structure, the inefficiency of which has always been legends. But now I am glad that the president decided that way, ”Gusev argues. The interlocutors of Babel in the concern claim that rumors about the appointment of Gusev to Ukroboronprom already went in July, when the concern was still headed by Aivaras Abromavichus. The main lobbyist of this purpose is then called the head of the faction “servant of the people” of David Arahamia.

I ask if David Arahamia had to do with his purpose. Gusev made friends with him in the year - during their general work in the Ministry of Defense. Arahamia, says Gusev, did not know about the future appointment and was very surprised at the proposal of Zelensky. During conversations, we still do not have time to drink coffee. Gusev throws a jacket, quickly shoes shoes, and we go to the elevator.

The clock on his iPhone is specially tuned for a couple of minutes in advance to keep up with. From Gusev’s house to the Ukroboronprom building about seven minutes of driving. On the way, he is now and then distracted by messages on the phone. I ask what tasks Zelensky set him. Gusev responds with a bureaucratic workpiece. The need to reform the concern was talked in the middle of the year.

The reform "Ukroboronprom" started in the year. Her ideologist was the former general director of the Aivaras Abromavichus concern. In short, instead of a concern created in the year by decree of the then President Viktor Yanukovych, it is supposed to create several industry associations on weapons and work. There should be six such associations - aircraft repair, armored vehicles, high -precision weapons, ammunition and special chemistry, radar systems and marine systems.

They plan to unite another group into the Aerospace Systems of Ukraine.Enterprises that are not related to the defense industry and which have no orders for a long time, but have assets, plan to transfer the State Property Fund and then privatize. In December, Gusev signed an order on the beginning of the corporate party of UOP enterprises and publicly promised that he would finish this process within six months.

But then the process slowed down. While the reform is more slow than expected. A few minutes later we drive up to the concern. Gusev quickly enters the building, on the move, I have time to ask if he is swearing employees. This is bad, but in the defense industry it is part of the ecosystem, ”says Gusev, adding that if subordinates fulfill their obligations and achieve their goals, then he is a positive leader, and if this does not happen, hard.

Endless meetings, a symbolic vaccine from coronavirus and no longer paper, Yuri rises to his office, puts on a mask and steps into the negotiation room, where his subordinates have already gathered - his deputies and leaders of different departments. Gusev was the first to talk about important news of the last week - meetings, past and future meetings in the office of the President and the Council of National Security and Defense.

About the "very productive meeting" with the Association of shipbuilders of Ukraine, on which they created the next working group. Everyone who was served last time can be served again, and perhaps we will still find a person who would be a diamond in our team! The competition was first announced in December last year. The list of requirements for the candidate is impressive. The degree of MBA, ten years of experience in the same position.

The director will have to introduce a strategy for innovation, develop a business model, conduct negotiations with donors and much more. Gusev proposes to create a working group and determine which components for their products of the concern can produce at home, and not buy from others. All that is possible! Even if this is one bolt and we can produce it, let's produce it!

His performance lasts about ten minutes, and then he takes turns giving the floor to his deputy. In the room with Gusev, the man is twelve, many more are connected to Zoom - this is visible on the big screen directly opposite Gusev’s chair. One of the subordinates talks about a meeting with representatives of the National Security and Defense Center about the strategy for cyber protection and defense.

We are introducing an additional position of an officer for cyber protection and cyber weapons! I am ready to voice this today at the Ukraine 30 forum. Suddenly Gusev, with all, reports one of the subordinates for being late. It looks played up and strange. Immediately after the execution, Mikhail Morozov reports, deputy Gusev for marketing and sales.

He talks about the exhibition "Zbroya that Bezpek." About 40 enterprises participate in it, which are part of the concern and exhibit almost one and a half hundred exhibits. For example, there is a radar based on KAMAZ, and we make efforts to seal the name KamAZ with the name of the company, which [Radar] established it - it is either Czechs or the Turks, ”he says.

Morozov does not want the name of the Russian company KAMAZ to appear at the international exhibition that takes place in Ukraine. He talks about many contracts of the concern for several minutes: they received money from Ethiopia, participate in the tender of Malaysia, they are possible to sign contracts in Iraq, continue to fight for money from Peru and hope for partnership with Brazil.

But it is not clear from the speech what kind of contracts and partnerships these are, as well as how much it will really bring money. I hope that they will like cars and they will abandon their hammers and will buy our “patrols,” Morozov mints. In the year, the "patrol" took place state tests, and he found 49 different drawbacks. After that, the Ministry of Defense and the concern signed an agreement under which the car could be adopted by the Ukrainian army, but only after all the problems were eliminated.

The first ten cars were handed over to the army in the year. After Morozov, Roman Zabarkchuk reports - Deputy General Director for Security. This plant specializes in the development and production of antenna systems for ground -based satellite television and communication stations. The plant’s products are used for the production of air defense systems, as well as aviation navigation.

At the end of May, Gusev had a business trip to Ternopol, where he said that the plant demands urgent reform. The meeting is discussing two problems - the repair of the roof and the appointment of a new director. Somehow they determine the deadlines, Zabarchuk writes them to his notebook. Then, the meeting is discussed at the issue of vaccination - they are going to vaccinate people who are associated with the export of products and equipment, because they have many foreign business trips.

The problem is that there is no PFIZER necessary for traveling PFIZER for Ukroboronprom, but there is only Coronavac. In order to vaccinate in the form of an exception to what already has international recognition, ”says Gusev.At the meeting, they agree to introduce the summer director of Antonov Bychkov to the lists to make a symbolic vaccine.
